Why SSSTS Does Not Get You a Gold Card

The answer comes down to the difference between training and competence.
SSSTS is a training course. You attend for two days, learn about health and safety law, risk assessment, method statements, and your responsibilities as a supervisor. At the end, you receive a certificate confirming you attended the course and passed the assessment. It proves you have been trained.
An NVQ is a competence qualification. An assessor visits your workplace, reviews evidence of your actual supervisory work, and conducts professional discussions to verify you can do the job to the required standard. It proves you are competent.
CSCS cards are based on competence qualifications, not training courses. The gold card requires an NVQ at Level 3 or Level 4. No training course of any length, including SSSTS, can substitute for this.

The key difference: SSSTS expires after five years and needs refreshing. Your NVQ never expires. SSSTS proves you sat in a room and learned about health and safety. The NVQ proves you can actually supervise a construction site.
Do You Need Both?
In practice, yes. Most principal contractors and main contractors expect site supervisors to hold both the gold CSCS card (which requires the NVQ) and a valid SSSTS certificate. They serve different purposes:
The NVQ gets you the card. Without it, you cannot apply for the gold card, and without the gold card, most sites will not let you work at supervisor level. This is the formal requirement.
SSSTS gets you through the gate. Even with a gold card, many sites will check whether you hold a current SSSTS certificate at induction. If yours has expired or you never did it, some sites will refuse to let you supervise. This is a practical requirement set by individual employers, not by CSCS.

What About SMSTS?
The same logic applies. SMSTS (Site Management Safety Training Scheme) is the five-day version of SSSTS aimed at site managers. Like SSSTS, it is a training course, not a competence qualification. SMSTS does not qualify you for the black CSCS card any more than SSSTS qualifies you for the gold card.
For the black card, you need an NVQ at Level 6 or above. For the gold card, you need an NVQ at Level 3 or 4. The training courses (SSSTS, SMSTS) sit alongside the NVQs as employer expectations, but they are never substitutes.
