Can You Get a Gold CSCS Card Without an NVQ?

The short answer is: almost certainly not. Here is what the rules actually say, what limited exceptions exist, and the fastest way to get qualified if you do not have an NVQ yet.

What the Rules Say

The gold CSCS card is the Supervisor card. To get one, you need an NVQ at Level 3 or Level 4, plus a valid CITB Health, Safety and Environment test pass. That is the standard requirement and there is no way around it for most people.

Before 2024, there was a system called Grandfather Rights that allowed experienced workers to hold CSCS cards based on years of experience alone, without formal qualifications. CSCS removed this route in stages between 2020 and 2024. If you were previously holding a gold card under Grandfather Rights, it will not be renewed when it expires. You will need to get the NVQ to keep working at supervisor level.

This catches out a lot of experienced foremen and supervisors who have been running teams for 10, 20, even 30 years. The skills are not in question. But the card system now requires formal proof of competence, and the NVQ is the only widely accepted way to provide it.

The Limited Exceptions

There are a handful of situations where you might qualify for a gold card without a standard NVQ:

Older City & Guilds qualifications. Some City & Guilds Advanced Craft Certificates and Full Technological Certificates at the right level may still be accepted by CSCS. These were common in the 1980s and 1990s. You can check whether your specific qualification maps to a gold card using the CSCS qualification finder on the CSCS website.

Scottish Vocational Qualifications (SVQs). SVQs at Level 3 (Scottish Level 7) are accepted as equivalents in some cases. If you trained in Scotland, check your SVQ level against the CSCS mapping.

Certain military qualifications. Some construction-related military qualifications are accepted by CSCS. The Forces Transition Group works with CSCS to map military training to civilian card requirements.

Industry Accreditation. CSCS has a small number of employer-specific accreditation routes that bypass the standard NVQ requirement. These are rare and typically only available through very large contractors with bespoke training programmes.

For the vast majority of people, none of these exceptions apply. If you are reading this page because you need a gold card and do not have an NVQ, the realistic answer is to get one.

What About SSSTS?

No. The SSSTS certificate (Site Supervisor Safety Training Scheme) does not qualify you for a gold card. This is one of the most common misunderstandings in the industry.

SSSTS is a two-day health and safety course. It is valuable, and most employers expect supervisors to hold it alongside the gold card. But it is a training course, not a competence qualification. It does not assess whether you can actually do the job of a supervisor. The NVQ does.

You need both: the NVQ for the card, and SSSTS for practical site acceptance. They are separate requirements that work together. Neither replaces the other.

The Fastest Way to Get Qualified

If you are already working as a supervisor, foreman, or chargehand, the NVQ Level 4 in Construction Site Supervision is the most direct route to the gold card. Here is why it works for experienced workers who do not have formal qualifications:

It is assessed on what you already do. The NVQ is a competence-based qualification. An assessor visits your site 2 to 4 times over 16 to 20 weeks and reviews evidence from your real work: RAMS, site reports, meeting minutes, toolbox talks, quality inspections. If you have been supervising for years, you are already doing most of what the qualification requires.

No exams, no classroom, no homework. There is nothing academic about it. You do not write essays, sit tests, or attend lectures. Your assessor has professional discussions with you (usually via video call) where you explain how you manage your section of site. That is the assessment.

No entry requirements. You do not need GCSEs, A Levels, or a previous NVQ at Level 2 or 3. The only requirement is that you are currently working in a supervisory role so the assessor can verify your competence against real work.

16 to 20 weeks. For experienced supervisors with good documentation habits, the NVQ Level 4 can be completed well within 20 weeks. If you produce RAMS, site diaries, and inspection records as part of your normal routine, you already have 60 to 70% of the evidence you need.

From £1,150 + VAT. CITB-registered employers can claim up to £600 back on completion, bringing the effective cost down to around £550 + VAT.

Do not wait for your card to expire. If you are currently supervising on a blue card, an expired gold card, or no card at all, start the NVQ process now. The longer you leave it, the more likely you are to hit a site that refuses you entry.
