NVQ Level 2 Steel Fixing
The NVQ Level 2 Diploma in Construction Operations (Steel Fixing) is the standard route for qualified steel fixers to get their Blue CSCS Skilled Worker Card. On-site assessment, no college, no exams.
What Is the NVQ Level 2 in Steel Fixing?
The NVQ Level 2 Diploma in Construction Operations (Steel Fixing) is a nationally recognised qualification that proves you are a competent steel fixer. It is regulated by awarding bodies such as ProQual, City & Guilds, and Pearson Edexcel and sits at Level 2 on the Regulated Qualifications Framework (RQF), equivalent to GCSEs at grades A*-C (9-4).
Unlike college courses, the NVQ Level 2 in steel fixing is entirely workplace-assessed. A qualified NVQ assessor visits your site, observes your work, photographs evidence, and conducts professional discussions about your trade knowledge. You do not attend classes, sit exams, or take time off work. If you are already working as a steel fixer, you are already doing the work required to pass.
NVQ Units and What You Will Be Assessed On
The NVQ Level 2 in steel fixing is made up of mandatory units (which everyone completes) and optional units (which depend on your specialism):
| Unit | Type |
|---|---|
| Conforming to General Health, Safety and Welfare in the Workplace | Mandatory |
| Conforming to Productive Working Practices in the Workplace | Mandatory |
| Moving, Handling and Storing Resources in the Workplace | Mandatory |
| Cutting and Bending Reinforcement Steel | Optional |
| Fixing Reinforcement Steel in Position | Optional |
| Reading and Interpreting Bending Schedules | Optional |
| Placing and Tying Steel Reinforcement | Optional |
The steel fixing pathway covers reading drawings, cutting, bending, and fixing reinforcement bar in all types of concrete structures.
How Long Does the NVQ Level 2 in Steel Fixing Take?
On a fast track on-site assessment (OSAT) route, experienced steel fixers typically complete the NVQ Level 2 in 4-8 weeks. This is the fastest route and is designed for workers who are already competent in their trade.
Through a standard college or apprenticeship route, the same qualification takes 12 to 18 months. The OSAT route is by far the most popular for experienced steel fixers. Your assessor typically needs 3 to 5 site visits to gather all the required evidence.
How Much Does It Cost?
The NVQ Level 2 in steel fixing typically costs between £750 and £1200 + VAT through an on-site assessment provider. This covers everything: awarding body registration, a dedicated assessor, all site visits, portfolio guidance, and your final certificate.
If your employer is CITB-registered and pays the levy, they may be eligible for a grant of up to £600 towards the cost. See our CSCS card cost guide for a full breakdown from NVQ to Blue Card.
On top of the NVQ, you will need to pass the CITB Health, Safety and Environment Test (£21) and pay the CSCS card application fee (£36). Total cost from start to Blue Card: approximately £807 to £1257.

Steel Fixing Salary: Green Card vs Blue Card
Getting your NVQ Level 2 and Blue CSCS Card directly affects your earning potential. Principal contractors increasingly require skilled worker cards, and many will not allow green card holders to perform trade work.
| Level | CSCS Card | Day Rate | Annual Salary |
|---|---|---|---|
| Labourer (no NVQ) | Green | £100 – £140 | £24,000 – £33,000 |
| Steel Fixing (NVQ Level 2) | Blue | £160 – £220 | £32,000 – £45,000 |
| Senior Steel Fixer / Foreman | Gold | £200 – £280 | £40,000 – £55,000 |
The difference between a green card and a blue card for a steel fixer is typically £-1,000 to £21,000 per year. Self-employed steel fixers with their Blue Card can often charge premium rates.

Can I do the steel fixing NVQ if I am self-employed?
Self-employed steel fixers can complete the NVQ Level 2 on any construction site. The assessment covers all reinforcement work and your assessor schedules visits around your projects.
