What Is the NVQ Level 4 in Construction Site Supervision?
The NVQ Level 4 is a competence-based qualification for site supervisors, foremen, and assistant site managers working in UK construction. It formally proves you can coordinate trades, manage health and safety, control resources, and deliver projects to programme and quality standards.
It is assessed entirely in the workplace through OSAT (On Site Assessment and Training). A qualified assessor visits your site 2 to 4 times over 16 to 20 weeks. Between visits, you gather evidence from your day-to-day work. There are no exams, no classroom sessions, and no time away from site.
The NVQ Level 4 sits at Level 4 on the Regulated Qualifications Framework, equivalent to a Certificate of Higher Education (first year of a degree). It sits between the NVQ Level 2 for skilled trades (Blue Card) and the NVQ Level 6 for site managers (Black Card).
CITB Grant: up to £600 back on completion. If your employer is registered with the CITB levy scheme, they can claim a grant of up to £600 when you complete your NVQ. This brings the effective cost down to around £550 + VAT.
Who Is This Qualification For?
The NVQ Level 4 is for people already working in a supervisory role. Typical job titles include site supervisor, assistant site manager, foreman, section foreman, general foreman, gangerhand, and chargehand.
You need to be actively supervising so your assessor can verify your competence against real work. That means you are responsible for at least some of the following: coordinating trade activities, conducting site inductions, managing health and safety, quality checking completed work, controlling material deliveries, and reporting on progress.
There are no formal entry requirements. You do not need a prior NVQ Level 2 or 3, any GCSEs, or an SSSTS certificate. However, most candidates have several years of site experience and are performing at supervisory level already. If you are a skilled tradesperson looking to move into supervision but have not yet done so, the SSSTS course is a useful stepping stone.
How to Get an NVQ Level 4 in Construction
Check your eligibility
You need to be working in a construction supervisory role with responsibility for coordinating trades. Most providers run a skills scan before enrolment to confirm you are suitable. No prior qualifications are needed.
Enrol with an NVQ provider

What Does the NVQ Level 4 Cover?

Do I need an NVQ Level 2 or 3 before I can do Level 4?
No. There are no formal entry requirements. The only requirement is that you are currently working in a construction supervisory role so your assessor can verify your competence through workplace evidence.
Do I need SSSTS to enrol?

Can I do this if I work for a subcontractor?
Yes. It makes no difference whether you work for the main contractor, a subcontractor, or an agency. As long as you are performing supervisory duties on a construction site, you can enrol.
How many site visits will the assessor make?
Typically 2 to 4 visits over the 16 to 20 week programme. Between visits, your assessor supports you remotely via phone, email, and video call.

Can I get a Black Card with the NVQ Level 4?
The NVQ Level 4 leads to the Gold Card. For the Black Card, you need the NVQ Level 6 in Construction Site Management. The Level 4 is a natural stepping stone to Level 6.

Is NVQ Level 4 the same as an HNC?
They sit at the same level on the RQF (Level 4). However, an HNC is academic (classroom, coursework, exams). The NVQ is competence-based (workplace evidence). For CSCS card purposes, the NVQ is the required route.
What is the difference between NVQ Level 4 and SSSTS?
SSSTS is a 2-day classroom course focused on health and safety. The NVQ Level 4 is a full qualification covering all aspects of site supervision. You typically need both, but only the NVQ gets you the Gold Card.
